In October 2018, Delaware Gov. John Carney signed into law HB 235, which makes it easier for kindhearted cat lovers to care for feral cat colonies. It allows people to care for stray and feral cats without having to assume ownership of the animals under state law, provided the caregivers spay/neuter and vaccinate the stray and feral cats they are providing food and medical care for. The law also ensures that animal cruelty laws apply to all cats, whether they are owned or free-roaming.
